correct. Which means, come September EB3-ROW is also going to get retrogressed. probably to where it is now.
Thats fine, but till they do it.
India is eligible for more then 7% of EB visa quota. correct?
as long as everything stays current they can issue 40K (arbitary number) EB visas to India. correct?

Interfiling can be a success or a failure depending on how you/your lawyer treats the case.
I know someone who successfully got his interfiling done from a 2007 EB2 to 2004 EB3 date and has the GC already.
Now,
Even if your lawyer files the case perfectly there is a chance that the case lands with an IO that either doesnt "LIKE" interfiling or doesnt understand it. So then again the casse might take longer than usual.
But as far as I know , cases are done and I havent seen any case that was filed properly being rejected, nevertheless there are people who are still waiting for adjudication but not rejected.

Maybe USCIS would earn more income by telling the illegal immigrants to file EAD/I-485/Biometics every year etc.. Immigration attroneys would earn good money by replying to RFEs for 12 million immigrants. Getting this 12 million illegal immigrants legalized will surely improve the economy.
Everybody would be kept in the same backlog as we are. Illegal immigrants will stand in a que behind the legal immigrants. so you got the point

Is it mandatory to spend [B]at least[B] 6 months residing in the US every calendar year after obtaining a GC?
If your stay is less than 1 year abroad, you can reenter using just your green card. If you want to stay 1-2 years outside the U.S, you will have to apply for a reentry permit before departure. But, it will be considered as a break (i.e, more than 1 year abroad) in the continous residence requirement of 5 years when it comes to your naturalization application.
If you want to stay longer than that, you will have to apply for "returning resident permit" for which you need to prove that your intent is to be a permanent resident but, your stay abroad longer than the period of the reentry permit was beyond your control.
Please consult an attorney so that you don't lose your PR.

I actually like the background but maybe if you burned it in a little bit.
